The NRA established a minimum wage, set working hours, and attempted to regulate prices. The act invested the President with vast authority to intervene in the market economy. One example was power to regulate aspects of interstate commerce, a power that the Constitution invests in Congress. The act was voluntary to business and riddled with bureaucracy.
